Every year, LAPRF partners with the Chief of Police to recognize LAPD Reserve Officers at the Twice A Citizen Awards, and recognize individuals who embody the same courage, dedication, hard work and humanity as LA Police Reserve Corps officers. More than 500 law enforcement, entertainment and business leaders attend.

Honorees

Lisa Specht
Civic Leader, Attorney, TV News Legal Analyst and Social Justice Advocate

Lisa has over 30 years of leadership experience in woman’s rights, social justice and education equity. Professionally, Lisa was a partner in the law firm of Manatt, Phelps and Phillips (ret.) and served as a television legal analyst and news anchor for a decade. She also served as the Chair of The Los Angeles Music Center for 6 years home to Center Theater Group, LA Opera, LA Phil and the Los Angeles Master Chorale. Lisa has served on numerous boards and commissions including: the NOW Legal Defense and Education Fund, The California Attorneys General’s Task Force on Women’s Rights, The Pitzer College Board of Trustees and the Los Angeles Commission of Recreation and Parks. She continues to spend a significant amount of time on philanthropic and social efforts including her work as a board member of Empower Her Network, a leading anti human trafficking organization.

Sheriff Jim McDonnell
Public Safety Executive, Law Enforcement Consultant, Civic Leader

Jim was recently appointed as the Director of the Safe Communities Institute at the Sol Price School of Public Policy, University of Southern California. He also founded McDonnell Strategies Group in early 2019 to advise clients across the nation on a wide range of issues involving public safety and leadership development. His diverse client base includes entities from both the public and private sectors and from a variety of disciplines, including aerospace, health care, telecommunications, information technology, public safety, counter-terrorism, education and risk management. McDonnell spent his nearly forty year career in public safety, serving with the Los Angeles Police Department for 28 years holding ranks up through Assistant Chief; as Chief of the Long Beach Police Department; and, as Sheriff for the County of Los Angeles. McDonnell serves on a number of corporate boards of directors and advisory boards, in addition to remaining involved in non-profit boards that impact underprivileged youth, including the YMCA of Metropolitan Los Angeles.
